Steps for Learner's Permit
Step 1:
Students will need to complete the TLSAE course. Once they have completed the course, the results will be sent to the State of Florida.
The Traffic Law and Substance Abuse Education (TLSAE) course in Florida covers essential topics for new drivers:
- Traffic Laws: Learn Florida’s traffic laws, including speed limits and right-of-way rules.
- Safe Driving Practices: Understand defensive driving techniques and avoiding distractions.
- Substance Abuse Awareness: Learn about the dangers of driving under the influence and its legal consequences.
- Consequences of Violations: Know the potential penalties for traffic violations.
- Driver Responsibilities: Emphasizes being a responsible and courteous driver.

Step 2:
Students will need to pass a written exam. The exam consists of 50 multiple choice questions about traffic and traffic signs. The passing score is 80 percent or 40 out of 50 questions. Students under the age of 18 may opt to take the written exam virtually. Students over the age of 18 will need to take the written exam at the DMV. Questions are based on the state driver’s manual. Step 3:
Upon completing the TLSAE course and passing the written exam, students will be eligible to receive their learner’s permit. If under the age of 18, the parent/ guardian must sign in person for the applicant to obtain the permit. If the parent or legal guardian is not able to attend in person, a Parental Consent Form must be notarized and presented at the time of the appointment. Applicants must also pass a vision and hearing test at the time of the appointment.
Step 4:
Since a learner’s permit serves as a state ID, The following documents will be needed at time time of issuance:
- Proof of Identification: Please bring a birth certificate (original or a certified copy) or a United States Passport.
- Proof of Social Security Number: Please bring the original social security card or a W-2 showing your social security number.
- Proof of Residential Address: Please bring something showing the home address of the student driver. A home utility bill, internet/cable bill, school transcripts, etc.
